Stepping onto the field as an umpire begins with mastering the rulebook—and understanding how those rules come alive in real game situations. This introductory course builds a solid foundation in baseball officiating by grounding every lesson in the core concepts that shape the sport. Students will explore essential definitions, fundamental rules, and the on‑field mechanics that guide confident, consistent decision‑making.
Designed for brand‑new umpires looking to work the travel ball games in our many tournaments, the course breaks down complex material into clear, practical modules. By the end, learners will not only recognize the structure and language of the rulebook but also understand how to apply it through proper positioning, timing, and judgment. This is the first step toward becoming a capable, knowledgeable baseball umpire—and toward seeing the game from an entirely new perspective.
1. Rules Course: Modules are released each Monday and Wednesday. You may complete them at your own pace. Each module includes a quiz that requires a minimum score of 80% to advance. You’ll have two attempts to achieve this score. After completing the Rules Course, you’ll move on to the Mechanics portion.
2. Mechanics Course: This portion includes two online modules to show you the proper mechanics for a two-man umpire system
After Passing All Exams and upon successful completion of all portions, you will be designated as certified by the NFHS. You will not be a member of any board
3. Registration with NEOA: Once certified you will be required to register with the NEOA to receive games
